JOC is a contract for a fixed term and/or a maximum dollar amount to complete job or task orders. It is a proven construction procurement process that is ideal for renovation and alteration work—responding quickly to emergencies and addressing a backlog of deferred repairs and straightforward new construction.
Instead of dealing with the time and expense of bidding projects separately, a municipality can use the statewide JOC contract, which has already been competitively awarded, to allow contractors to respond quickly and begin construction faster.
JOC can do it all or as little as needed. A JOC contractor has satisfied the state-mandated bid process; therefore, state agencies that use this contracting method can bypass the competitive bid process and procure directly with the JOC contractor of their choice.
